An all-volunteer Board of Directors has ultimate responsibility for ensuring that the Public Defender Program remains true to the founding goal of providing New Hampshire a cost-effective means of meeting its constitutionally-mandated obligation to provide counsel for the accused when required. The Board’s membership elects 6 of the 9 Directors; the NH Bar Association’s Board of Governors appoints the remaining 3 Directors.

Executive Director Overall responsibility for the overseeing the Program’s operations is vested in the executive director, Christopher Keating.
Director of Legal Services Abigail Albee, the Director of Legal Services, manages the Public Defender Program's attorneys’ representation in all of our practice areas.
Director of Finance and Administration Karen Anderson, the Director of Finance and Administration, ensures that the Program provides adequate administrative and technical support for the delivery of legal services, operates in accordance with State and Federal regulations, conducts reliable fiscal management, and maintains safe and secure workplaces.
Director of Litigation and Training Richard Guerriero, the Program’s Litigation and Training Director, plans and supervises the training necessary for lawyers and staff to provide effective representation, and advises and supports attorneys in pursuing litigation strategies on behalf of clients.
Director of Investigations and Interns Mary Hawkes, the Program’s Director of Investigations and Interns, oversees the work of our staff investigators who assist lawyers in preparing criminal cases for trial. Attorney Hawkes also spearheads the Program’s efforts to recruit, train, and place interns and volunteers in trial offices to assist with case preparation and legal research.
